ESSENTIAL JOB FUNCTIONS:  Works under the supervision of an assigned supervisor to perform circulation functions. Performs customer service, clerical, and paging duties of the library branch agency according to established policies, procedures, and practices utilizing the automated library system computer and software.  Directs library customers to correct locations or staff in agency. Charges and discharges materials on library customer accounts including processing of library loan items. Discharges returned materials.  Registers library customers, issues library cards, resolves customer service inquiries, and provides general library information. Maintains financial reporting procedures. Operates cash register to process monetary transactions.  Performs data entry including re-labeling and processing library materials.  Searches shelves for materials to process and reconcile circulation-related reports. Maintains arrangement, weeding, and shelving of collections. Processes new materials and mends old materials. Performs clerical duties including filing, word processing, and preparing basic reports.  May maintain delinquent customer accounts, process returned overdue notices, and maintain record of juvenile library card applications.

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing.  Requires the ability to operate a cash register and general office equipment such as a personal computer and telephone.  Requires standing, stooping, bending, and lifting and carrying books or other objects weighing up to 50 lbs.

 

 TYPICAL WORKING CONDITIONS: Work is performed in a library environment.  May be assigned to varying library agency locations around the City.  May work in a mobile unit or, for short periods, outside emptying book drops.  Must be able to work flexible hours, including evenings and weekends.

 

MINIMUM QUALIFICATIONS:  High School graduate or equivalent and two (2) years experience performing customer services duties with the public including operating a personal computer; or any combination of experience and training which enables one to perform the essential job functions. ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of a field supervisor in the Public

Works Division.  Directs a small crew responsible for repairing and maintaining storm drains, inlets and other structures relating to drain maintenance: Instructs crew on how to complete assignment, what equipment and materials to use; drives truck to haul crew, materials and equipment; performs routine check of equipment, checks fluid, and fuels truck; keeps payroll time sheets, reviews work performance, and recommends disciplinary action; communicates with residents regarding work being performed; uses mobile radio to communicate with supervisor and other workers.

ESSENTIAL JOB FUNCTIONS:  Works under the direction of the Deputy Comptroller-Accounting and is responsible for all accounting and financial reporting (internal and external) related to assigned funds.  Provides guidance and assistance to staff including planning assignments, monitoring progress, and reviewing work of assigned accounting staff. Performs reconciliation functions necessary for the maintenance of the accounting system and recommends modification of procedures on systems. Compiles, analyzes, and prepares financial information for proper general ledger accounts and sub-systems entries. Verifies postings of transactions to the general ledger system, including transactions from other systems. Assists external auditors with annual audit and prepares financial reports for internal and external use (including the Comprehensive Annual Financial Report and Single Audit Report). ESSENTIAL JOB FUNCTIONS: Works under the general supervision of an assigned supervisor in General Services.  Paints parts, equipment, interior and exterior of buildings, parking lots, playing fields, etc. Cleans and prepares surface for painting by smoothing surface and removing old paint using paint remover, scraper, sand blasters, etc. Requires ability to apply primer, various types of paint, varnish, glaze, etc., using brush, spray gun, roller, airless sprayer, etc. Fills in cavities and dents; muds, tapes, sands sheet rock and various types of other material. Selects matches and mixes coating liquid to produce desired color, cleans painting equipment and brushes with appropriate cleaning solvents and by proper method. Maintains accurate records and reports on construction/maintenance and repairs, estimates labor and material costs, determines types and quantity of materials to be used in repair, construction and maintenance of City facilities, materials and equipment. Drives truck to haul materials and equipment, performs routine check of truck equipment, checks fluids, and fuels truck. Uses mobile radio to communicate with supervisor and other workers.

TYPICAL PHYSICAL DEMANDS: Requires manual dexterity to use paint brushes and equipment.  Requires the ability to identify colors.  Requires walking and ability to climb ladders, stairs and work from a scaffold and bucket truck, etc.  Uses bucket truck and various lift equipment; must have the ability to lift approximately 75 lbs; requires stooping, balancing, crouching and reaching.

TYPICAL WORKING CONDITIONS: Work is performed indoors and outdoors.  Some outdoor work is required in painting exterior of buildings, outdoor equipment, parking lots, playing fields, etc.  Will be exposed to various weather conditions, confined spaces, fumes, odors, and noise.  Requires the use and wear of protective gear when necessary.

Haslam Unveils New Jobs Database

Jobs4TN Online brings self-service functions to job seekers and employers NASHVILLE – Tennessee Gov. Bill Haslam and Department of Labor and Workforce Development Commissioner Karla Davis today announced a new jobs database to help connect job seekers with Tennessee employers.

Jobs4TN Online is a virtual recruiter, automatically notifying job seekers when jobs they may qualify for are posted and notifying employers when candidates who fit their needs register.

The online database contains positions from job orders placed directly by Tennessee employers, from corporate Internet sites, and from major job search engines. Jobs4TN Online also identifies available green jobs.

“The unemployment rate for Tennessee is at its lowest since November 2008 and has fallen below the national rate, but it is still too high,” Haslam said. The governor committed to developing a new jobs database during his gubernatorial campaign. “With Jobs4TN Online, those without a job will have quicker and better access to job openings related to their skills, and as we work to make Tennessee an even better place to expand and start a business, we want to help employers find the employees they need.”

Jobs4TN Online makes available labor market information, including demand occupations, education requirements and salaries for positions, labor force projections, and training program graduates. Information can be tailored to focus on specific communities, metro statistical areas or statewide. Employers and job seekers are encouraged to log in to Jobs4TN Online at www.jobs4tn.gov.

“This system is much more than a traditional job search engine,” Davis said. “Jobs4TN Online offers extensive information for interviews, lists of local training providers, and the capability to create and send resumes.” The state’s previous job search site, the Source, included job orders received by Tennessee Career Centers and jobs listed by Fortune 500 companies. Jobs4TN Online uses a more robust search that provides first-run jobs from newspapers, government sites and private job boards, and the amount of jobs listed in Tennessee has gone from 30,000 to more than 85,000.

Jobs4TN Online can be accessed anywhere with a computer and Internet access. Tennessee Career Centers across the state have free computer resource rooms with guidance on job searching. For anyone not comfortable with using a computer, referrals can be provided in person at the center once they have registered for services. Also, Tennessee Career Coaches are another available resource. They are mobile career centers with computer workstations and access to the Internet anywhere by satellite. TYPICAL WORKING CONDITIONS: Performance of duties is primarily in an office environment; however, travel throughout the sector and city will be necessary. Must be able to interact diplomatically with citizens and businesses regarding solid waste issues and problem resolution.

MINIMUM QUALIFICATIONS: Bachelor’s degree in public administration, business administration, or an environmental related field and seven (7) years of solid waste management experience with five (5) of the seven (7) years in a managerial capacity or any combination of training and experience which enables one to perform the essential job functions.  Knowledge and the ability to communicate personnel policies and labor contract memorandums preferred. Must have a valid driver’s license.   (PROOF OF EDUCATION/DRIVER’S LICENSE REQUIRED)

 

POSITION:  SOLID WASTE AREA MANAGER(1 Opening) Annual Salary: $64,286.04; Bi-weekly:

                       $2,472.54;     Public Works-SWM/Brooks   J.O. #12-042 

ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Solid Waste Sector Administrator.  Assigned to one of the service areas within the City to direct and coordinate through subordinate supervisory personnel, activities of workers engaged in collecting solid waste and other refuse and transporting refuse to disposal sites:  Interviews, hires, trains, evaluates work performance, and disciplines assigned personnel; schedules crew staffing levels and adjusts levels as needed to ensure adequate collection service; assists administrator in planning collection routes, monitors collection activities, and makes recommendation for route adjustments; maintains contacts with public and refuse crews on complaints relating to refuse collection, investigates citizen complaints and takes appropriate action; monitors equipment operations, schedules repairs and establishes preventative maintenance programs; interprets personnel policies and contract memorandums and conveys to workers; confers with workers’ representatives to attempt to resolve grievances; and keeps records and prepares payroll and operational reports. 

OTHER FUNCTIONS:

          1. Performs additional functions (essential or otherwise) which may be assigned from time to time. 

TYPICAL PHYSICAL DEMANDS:  Requires ability to inspect collection routes and to make operational inspections of transfer and disposal sites.  Requires ability to operate automobile and ability to communicate with staff, management, and the general public. 

TYPICAL WORKING CONDITIONS:  Work is performed in an office environment and outdoors.  May be exposed to changing weather conditions, fumes and odors. 

MINIMUM QUALIFICATIONS:  High school graduate and seven (7) years experience in solid waste services or closely related field with three (3) of those years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions.  Must possess a valid Tennessee Driver’s License.   (PROOF OF DRIVER’S LICENSE REQUIRED)

 

POSITIONBUSINESS AFFAIRS MANAGER(1 Opening) Annual Salary: $50,172.93 – $81,016.00;

                      Bi-weekly: $1,929.73 – $3,116.00     Parks/Pink Palace Museum    J.O. #12-040   

ESSENTIAL JOB FUNCTIONS:  Works under the direction of the Director of Museums to manage financial/budget, human resources, security, and maintenance functions of the museum system’s, including Pink Palace Museum, Sharpe Planetarium, CTI IMAX Theater, Lichterman Nature Center, and Historic Properties. Plans, coordinates, and directs the preparation and administration of system-wide and department operating and CIP budgets, including budget forecasts and financial reports. Researches, reviews, and approves accounts payable and purchase instruments for contract compliance, compliance with city guidelines, and vendor payments. Reviews personnel guidelines, procedures, and documents for compliance with city and federal guidelines. Reviews, approves, and monitors implementation and effectiveness of security, maintenance, and financial operational policies and procedures. Serves as museum system liaison with Parks Services and City of Memphis Information Systems department for computer and telecommunications project planning, implementation, and budgeting. Hires, supervises, and provides direction to support staff. Ensures staff is adequately trained. 

OTHER FUNCTIONS:

         1. Performs additional functions (essential or otherwise) which may be assigned. 

TYPICAL PHYSICAL DEMANDS: Requires the ability to effectively communicate orally and in writing to management, museum staff, other City agencies, outside contractors, and Board of Trustees. Requires ability to operate personal computer. 

TYPICAL WORKING CONDITIONS:  Majority of work is performed in an office environment. Requires traveling to other museum facilities. Work involves extensive contact with staff and Board of Trustees. Work schedule may include night or weekend hours.  

MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration and six (6) years administrative/managerial experience, with four (4) of those years in a supervisory capacity or any combination of experience or training which enables one to perform the essential job functions.  An advanced degree is highly desirable. Preferences include working knowledge of Generally Accepted Accounting Principles (GAAP) and Financial Accounting Standards Board (FASB) guidelines for non-profit organizations, as well as experience in the financial management of multi- million dollar budgets; non-profit and/or governmental administration; financial analysis; building and grounds administration; museum security procedures administration; and strategic planning and goal setting. Familiarity with computerized accounting software, complex spreadsheet applications and word processing software preferred.
