Job Title: Water Laboratory Specialist II

Duties: Ensure the quality and safety of the municipal water supply by daily analysis of drinking water such as preparing standard chemical solutions and reagents for testing; performing chemical, bacteriological and physical tests on water; receiving/handling water complaint calls from customers; and complying with federal, state and local rules, regulations and standards.  
            
Bachelor’s degree in Chemistry, Biology, or General Science or related field including courses in Quantitative/Qualitative Chemical Analysis and Organic Chemistry.  Must have 4 years of experience as a Water Laboratory Specialist.  Must have a working knowledge of physical sciences as applied to water sample analysis.  Must be certified annually in chemical and microbiological analyses to comply with Section 1401 of the Safe Drinking Water Act, Public Law 93-523.  Must have a Grade IV Water Treatment Operator’s License from the State of Tennessee Board of Water and Waste Water certification and completed Hazardous Waste Materials Training (29 CFR 1910.120).  Must successfully complete NIMS Training within one year of entering job.  Must pass the Color Blind I Test.  Must have skills in computer software such as word processing, spreadsheets, presentations, etc.  Must have a valid driver’s license from state of residence.
            
Works inside and outside under all conditions.  Subject to hazards of traffic, falls and working around chemicals; standing for long periods of time; and carrying/lifting supplies and well equipment.

Candidates accepting Employment with MLGW must live and maintain their residence within the boundaries of Shelby County, Tennessee within six months of their employment date.  EOE M/F/D/V

POSITION:  GIS TECHNICAL COORDINATOR/FIRE(1 Opening) Annual Salary: $56,442.07 – $91,728.00

                      Bi-weekly: $2,170.85 – $3,528.00;     Fire Services/Communications    J.O. #11-160-R1

ESSENTIAL JOB FUNCTIONS:  Works under the direction of the Fire Communications Manager to develop and maintain the geospatial (GIS) component for the City of Memphis Fire Department. Involvement in all areas of the application development life cycle: business analysis, requirements gathering, design, development, testing, implementation, and support of new and existing applications. Designs, develops, and implements the City’s enterprise Fire geospatial data structure including mapping business processes (strategies) and practices. Writes program specifications for business models and establishes geospatial data quality assurance/quality control and maintenance procedures and standards. Develops unit tests and assists with software application testing to identify inconsistencies with developed map and ensure quality deliverables. Assists in enhancing existing business processes through research, evaluation, and proposals for system improvements. Performs GIS analysis, data creation, and data analysis to assist with data management needs. Extracts, maps, and analyzes data from the CAD and National Fire Incident Reporting System (NFIRS) for incident analysis. Maintains and updates CAD-related data, software, and hardware. Creates and maintains the Division of Fire Services SharePoint website. Provides supervision, work direction, and discipline to assigned staff. Serves in a lead capacity providing technical guidance to employees involved in creating, updating, and maintaining current GIS information for CAD interface. Interacts with business customers, IT personnel, members of management, and GIS software users to provide GIS administrative support and information pertaining to mapping and analysis projects. Provides situational awareness to dispatchers and responders during incidents. Supports post-incident regulatory and departmental reporting. Supplies electronic or hardcopy map-based presentation materials for meeting support and/or custom map products to individual requestors, as needed. Constructs an analysis of the deployment, availability and use of fire department resources or services. Establishes and maintains working relationships with regional public safety GIS practitioners, GIS data providers, and consumers.

OTHER FUNCTIONS:

1. Performs additional functions (essential or otherwise) which may be assigned.

 

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing.  Requires the ability to operate general office equipment, such as a computer and telephone. Also requires the ability to operate special technical equipment, such as the computer-aided dispatch (CAD) system and the National Fire Incident Reporting System (NFIRS).

TYPICAL WORKING CONDITIONS: Work is performed primarily in an office environment, except during emergency situations. May be required to work offsite during emergency fire and EMS disasters, multiple fire alarm fires, airport emergencies, and other fire or City of Memphis emergency situations. May experience exposure to smoke, dust, fumes, and various types of weather conditions. Requires being on-call twenty-four (24) hours a day for long periods of time as needed. Some occasional travel to meetings, fire stations, and other work sites/offices across the City may be required.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Geography, Computer Science, Engineering, Geography, or a related field and five (5) years professional experience utilizing GIS techniques and processes including specific experience utilizing ESRI software (ArcGIS/ArcInfo, Spatial Analyst, Network Analyst, and 3D Analyst) and Windows operating system with three (3) of the five (5) years in a supervisory/lead capacity; or any combination of experience and training which enables one to perform the essential job functions. Specific experience supporting the mapping needs of the fire department and knowledge of related data strongly preferred. Related Master’s degree preferred. Working experience encompassing the use of multiple programming languages strongly preferred. (PROOF OF EDUCATION REQUIRED
