POSITION: SPECIALIST – REHABILITATION – (2 Openings) SALARY: $32,754.25 – $51,521.60; BI-WEEKLY: $1,259.78 – $1,981.60 HCD/H.A.R.P. Replacement/HSG J.O. #13-074
ESSENTIAL JOB FUNCTIONS: Works under the direction of an assigned supervisor. Provides technical assistance and support to homeowners applying for rehabilitation programs and services. Conducts initial detailed inspection of house including structural, mechanical, wiring, plumbing, lead paint hazard, and exterior of houses to identify housing code violations and property improvement requirements; measures houses, prepares rough sketches, examines check lists, and takes photographs. Compiles data and writes up construction specification or bid document including cost estimates and lead paint hazard attenuation. Conducts weekly inspection of construction projects to ensure conformance to contract agreement and building, lead paint, and housing code regulations; approves partial and final payments; and provides counseling assistance, negotiates contract changes, and resolves contract disputes between homeowner and contractor which requires a high level of tact, diplomacy, and persuasiveness.

TYPICAL PHYSICAL DEMANDS: Requires ability to make all types of installation inspections including electrical, mechanical, and plumbing. Must be able to climb on roof, under house, in attic, and traverse uneven ground. Ability to operate an automobile and construction inspection tools such as measuring tape and level required.
TYPICAL WORKING CONDITIONS: Majority of work is performed throughout the City in targeted geographical areas. Work involves extensive contact with the public and under stressful conditions at times.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Construction Technology or related field and two (2) years’ experience in building construction; or any combination of education and experience which enables one to perform job functions. Must attend and pass a combination classroom participation and written exam for a State Lead Paint Inspector/Risk Assessor certification within six months of hire date and must maintain certification as a condition of continued employment. Must have a valid driver’s license. Certification as a One- and Two-Family Dwelling Inspector preferred.
