POSITION:     GIS TECHNICAL COORDINATOR/FIRE – (1 Opening)  ANNUAL SALARY:  $59,176.00 – $91,728.00;  BI-WEEKLY:  $2,276.00 – $3,528.00     Fire Services/Fire Communication    J.O. #13-195 

ESSENTIAL JOB FUNCTIONS:  Works under the direction of the Fire Communications Manager to develop and maintain the geospatial (GIS) component for the City of Memphis Fire Department. Involvement in all areas of the application development life cycle: business analysis, requirements gathering, design, development, testing, implementation, and support of new and existing applications. Designs, develops, and implements the City’s enterprise Fire geospatial data structure including mapping business processes (strategies) and practices. Writes program specifications for business models and establishes geospatial data quality assurance/quality control and maintenance procedures and standards. Develops unit tests and assists with software application testing to identify inconsistencies with developed map and ensure quality deliverables. Assists in enhancing existing business processes through research, evaluation, and proposals for system improvements. Performs GIS analysis, data creation, and data analysis to assist with data management needs. Extracts, maps, and analyzes data from the CAD and National Fire Incident Reporting System (NFIRS) for incident analysis. Maintains and updates CAD-related data, software, and hardware. Creates and maintains the Division of Fire Services SharePoint website. Provides supervision, work direction, and discipline to assigned staff. Serves in a lead capacity providing technical guidance to employees involved in creating, updating, and maintaining current GIS information for CAD interface. Interacts with business customers, IT personnel, members of management, and GIS software users to provide GIS administrative support and information pertaining to mapping and analysis projects. Provides situational awareness to dispatchers and responders during incidents. Supports post-incident regulatory and departmental reporting. Supplies electronic or hardcopy map-based presentation materials for meeting support and/or custom map products to individual requestors, as needed. Constructs an analysis of the deployment, availability and use of fire department resources or services. Establishes and maintains working relationships with regional public safety GIS practitioners, GIS data providers, and consumers.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Geography, Computer Science, Engineering, Geography, or a related field and five (5) years professional experience utilizing GIS techniques and processes including specific experience utilizing ESRI software (ArcGIS/ArcInfo, Spatial Analyst, Network Analyst, and 3D Analyst) and Windows operating system with three (3) of the five (5) years in a supervisory/lead capacity; or any combination of experience and training which enables one to perform the essential job functions. Specific experience supporting the mapping needs of the fire department and knowledge of related data strongly preferred. Related Master’s degree preferred. Working experience encompassing the use of multiple programming languages strongly preferred.

 

POSITION:     SCHEDULER PLANNER – (1 Opening)  ANNUAL SALARY:  $34,340.80 – $51,521.60;  BI-WEEKLY:  $1,320.80 – $1,981.60     Public Works/Storm water      J.O. #13-198 

ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of an assigned Supervisor in Storm Water to schedule work to complete projects and utilize resources in an efficient timely manner. Schedules and maintains assignments and re-assignments of  employees pertaining to various service center related projects and programs including the Storm Water Pollution Program, Storm Water Fee Collection Program, water pollution prevention;  as well as compliance with the Federal Environmental Protection Agency (E.P.A.) and State of Tennessee regulations and requirements. Establishes schedules based on priorities of sites to minimize travel time using maps or other documents. Plans and schedules meetings pertaining to contractors, developers, industries, agencies, City service centers, and public property owners. Interacts with the 311 Support Center to resolve citizens’ complaints, as necessary. Receives and reviews incident reports, inquiries, and complaints, both internally and externally regarding storm water violations. Utilizes specialized knowledge to resolves issues and/or directs to the appropriate City or external agency contact for resolution. Enters and retrieves data, creates spreadsheets and databases, and develops reports for documentation, scheduling, and regulatory reporting purposes as related to administrative personnel in the City, County, State, and E.P.A. agencies. Provides information and logistical support to the staff.  Maintains, sorts, organizes, and archives Storm Water files as required. Travels occasionally to job sites.

POSITION:     RECYCLING ADMINISTRATOR – (1 Opening)  ANNUAL SALARY:  $52,603.20 – $81,016.00;  BI-WEEKLY:  $2,023.20 – $3,116.00     Public Works/Solid Waste Mgmt/Recycle      J.O. #13-199

 ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Administrator of Solid Waste Operations in the Public Works Division. Plans, develops, and administers solid waste recovery and reduction programs and marketability of related commodities. Develops programs to reduce the volume of solid waste going to landfills by utilizing knowledge of recycling technology, and local, state, and federal laws regulating waste recovery. Hires, trains, directs, evaluates work performance, and disciplines staff members.  Administers the City’s household hazardous waste program(s), agreements, grants etc.  Works with Administrators and Managers in the delivery of recycling services. Manages related grant and rebate programs. Reviews data on waste reduction and solid waste recovery to evaluate efficiency and cost-effectiveness of operation, adjusts schedules and routes, monitors compliance with mandates, and anticipates facility expansion demands. Confers with representatives of professional trade associations and equipment manufacturers to identify potential markets for reclaimable materials. Attends meetings throughout the city, state, and country with industry and civic leaders and participates in media programs to promote interest and participation in waste recovery programs, and to encourage continued enthusiasm and support of programs. Develops, maintains, and presents public education programs. Monitors and estimates commercial recycling efforts. Communicates with regulatory agencies for compliance or problem resolution. Resolves citizen complaints. Coordinates departmental activities with Solid Waste collection field management. Prepares and monitors budget. Prepares bid specifications and contracts for equipment. Prepares comprehensive reports detailing program activities.

 ESSENTIAL JOB FUNCTIONS:  Works under the supervision of a maintenance foreman in the Public Works Division.  Performs skilled manual work in the repair and maintenance of the City’s sanitary sewer system: Lays pipe of various sizes and configurations; makes tie-in to structure, outfall lines or interceptor lines; applies cement or mortar to pipe to reconstruct pipe or seal cracks, sometimes from inside the underground pipe; clears around pipe to make repairs; and signals equipment operators to facilitate alignment to remove pipe; and drives tandem dump truck and crewcab to transport materials to and from job site.

POSITION:     POLLUTION CONTROL INSPECTOR – (1 Opening)  ANNUAL SALARY:  $30,312.36 –$43,303.26;  BI-WEEKLY:  $1,165.86 – $1,665.51     Public Works/Drain Maintenance      J.O. #13-200

 ESSENTIAL JOB FUNCTIONS:  Works under the supervision of a Shift Supervisor for Drain Maintenance in the Public Works Division. Conducts internal pipe inspections of drainage systems by operating equipment such as mobile television with closed circuit TV camera, gas meters, and smoke test blowers, to determine drainage repair needs throughout the City. Locates line sections to be inspected and determines setup procedures. Directs workers in positioning equipment and cables, and administering chemicals. Monitors equipment to locate and identify drainage system defects. Operates mobile television unit to activate, operate, and adjust television equipment in order to record condition of drainage system or to photograph serious or unusual irregularities. Inspects channel lined and unimproved ditches as part of annual inspection operations. Enters confined spaces to inspect underground drainage systems and structures. Records pertinent data and prepares reports of findings and action taken. Communicates with workers using mobile radio, and confers with supervisor to discuss conditions of drainage system. Gives directions to workers on efficient and safe use of equipment. Communicates with residents to answer questions and explain proceedings. Inspects equipment to detect malfunctions and to perform routine maintenance. Drives vehicles to work site including TV van or pick-up truck.  .

OTHER FUNCTIONS:

 TYPICAL PHYSICAL DEMANDS:  Requires ability to operate trucks.  Requires ability to monitor T.V. screen and operate inspection equipment.  Requires walking in ditches, underground structures, woods, weeded areas, and flood plains, as well as the ability to climb in and out of manholes and catch basins.  Must be able to enter confined spaces such as manholes, catch basins, culverts, and other drainage related structures. May assist workers in handling inspection equipment, manhole covers, and inlet grates (approx. 150 lbs.) and pulling cables.  Must be able to communicate on mobile radio and to provide narration of inspection recordings.

  TYPICAL WORKING CONDITIONS:  Majority of work is performed in an outdoor environment. Inspections are conducted in streets, alleys, woods, ditches, and flood plains. May be exposed to insects, weeds, poisonous plants, bacteria, insecticides, pesticides, flooded areas, traffic, noise, heat and all types of weather conditions. Requires some contact with the general public.  

 MINIMUM QUALIFICATIONS:  High school graduation or equivalent and one (1) year experience in drainage system inspection, maintenance, and construction; or any combination of experience and training which enables one to perform job functions. Must possess a valid Class “B” Tennessee Commercial Driver’s License with N or X endorsements or obtain one within 6 months as a condition of employment. Certification under NASSCO P.A.C.P. (Pipeline Assessment and Certification Program) is also preferred. Knowledge and experience of CCTV inspection software such as WinCam also preferred.

2.     Medical Technologist

Performs the T-Spot test. Assures quality of the results and communicates relevance of results to other health care professionals. Additional responsibilities include: Performs the T-Spot diagnostic laboratory test according to laboratory procedures. Judges whether the results are abnormal/critical and takes appropriate action internally/externally according to laboratory guidelines. 4.     First Class Steam Engineer

Record all gas and water meter in Boiler Room, Enenco, Dimer, Emulsifier, cooling towers and city meters. Back wash rinse all filters (feed-water) daily. Run hardness test on all softeners in service every two hours. Regenerate all softeners that are hard. Run all boiler water chemical readings and test every two hours. Take readings on air dryers and centac when in service each shift. Observe well, well water supply and towers. Fill oilier for deep well pump daily and check lubrication rate. Take care of #2 fuel oil storage areas, and record oil levels. Keep Boiler Room and storage areas clean. Keep Engineer II informed of all routine duties performed. Comply with any other duties that may not be routine.  Perform PH readings on water out fall to city every two hours. Monitor pit readings and record on flow.

5.     Maintenance Technician

High School Diploma or general education degree (GED) is required.  Two year Associate Degree in Industrial Maintenance or related field is a plus. Basic computer skills.  PLC skills.  Knowledge of welding, shop equipment (lathe, drill press, m ill, cut-off saw, arbor press and hydraulic press), and hand tools.  Ability to troubleshoot hydraulic equipment, pneumatic equipment, electrical and complex mechanical equipment. 12.   Outside Sales Representative

Must have outside sales experience. Advertising experience is a big plus.  Time management skills are critical as this job is deadline driven. Ability to manage a large number of accounts. Reliable transportation and a clean driving record. Must be able to ask for an order and collect payment. There is not a formal training program as this is not a complicated sales process. The main ingredient to a good sales person for this job is hustle…get out in the field and not afraid to ask for the order and get a signature.  The compensation plan is a combination of a base salary plus commissions.  The ramp up period is extremely short and a rep should be earning commission within 60 days…potential for $50-60K earnings. Currently, no benefits package. Responsible for process knowledge in the areas of filling, capping, labeling and torquing, assembly and other machine operation. Provides notification to production supervisory staff or maintenance technicians in the event of any machine malfunction or product defect.  Maintains work area in a neat and orderly manner (floor should be clear of parts, trash, loose materials).  Includes disposing of trash correctly.  Maintain good housekeeping practices in designated areas.  Insures that Good Manufacturing Practices (cGMPs) are observed.  Insures machines are clean and free of contaminants to meet product quality requirements. Takes breaks as scheduled and punches in/out at the required times. Observe all Plant and Department Safety Rules and Regulations.  Work as a Team Member and periodically serve on at least one project or Safety Team.  Insure proper line staffing for the product being run.  Other duties as assigned.
