Works under the direction of the Chief Operating Officer of the City of Memphis and Chief Administrative Officer of Shelby County Government to oversee the general activities of the Memphis and Shelby County Community Redevelopment Agency (CRA). Manages staff and/or contract employees that will assist in the administration of the agency. Provides work direction, assignment of duties, evaluation of work performance, and discipline of assigned staff. Administers established Tax Increment Financing (TIF) districts and advise the CRA Board of Commissioners, Memphis City Council and Shelby County Board of Commissioners on proposed TIF districts. Maintains compliance with applicable redevelopment plans approved by the Memphis City Council and Shelby County Board of Commissioners. Ensures the compliance of all resolutions passed by the CRA Board of Commissioners pursuant to the Redevelopment Plans and all applicable Federal, State, and local laws. Coordinates with the City of Memphis Treasurer and the Shelby County Trustee on the management of the established TIF redevelopment trust funds. Oversees construction projects to further the approved redevelopment plans. Prepares and recommends an annual agency plan and operating budget consistent with goals and objectives of the CRA. Coordinates with the Division of Planning and Development on updates to the CRA Workable Plan and redevelopment plans, as necessary, and assures adherence to these plans. Acts as a spokesperson and liaison on behalf of the agency and members to public agencies, as well as other civic, community, and professional organizations. Travels and attends various meetings and businesses across the City.

Works under the general supervision of the Shelter Supervisor to serve as the primary contact for rescue groups, fosterers, and volunteers to support the division’s objectives. Coordinates the Pet Placement Partner program to cultivate new rescue partnerships and maintain existing rescue partnerships. Maintains and updates volunteer policies and procedures for approval by management. Provides orientation materials to all rescue groups and foster volunteers. Coordinates regular meetings, seminars, and training sessions for rescue groups, fosterers, and volunteers as needed. Reviews and updates the rescue and foster volunteers database. Maintains, files, and distributes monthly statistical reports regarding information of the rescue and foster programs. Collaborates with community partners to facilitate the transfer of animals. Develops and coordinates all foster volunteer and animal relationships. Maintains records of foster homes and ensures compliance with MAS guidelines. Recruits, interviews, and screens potential foster volunteers and matches fosterers according to program needs. Schedules proper vaccine and health check-ups for foster animals. Coordinates and evaluates volunteer and outreach programs focused on recruitment, training and retention of volunteers and community partnerships. Serves as the liaison between community partners and staff members. Schedules and monitors corporate and large group volunteering for the animal shelters. Attends meetings and events to foster community relationships by driving to various locations throughout the City.

Works under the direction of the Administrator of Wastewater Collection. Directs and coordinates, through subordinate supervisory personnel, activities of workers engaged in repair and maintenance of the City’s sanitary sewer system: Reviews and analyzes reports and records and confers with supervisory personnel to obtain data required for planning department activities and to address future needs; gives work direction, resolves problems such as disgruntled property owners, and sets deadlines necessary to meet work objectives; evaluates current procedures and practices and develops and implements alternate methods to improve operations; researches and evaluates new developments in material, tools, and equipment to recommend or deny purchase; reviews new land development projects to evaluate additions and modifications to sewer system; coordinates department activities with inter-related activities of other City departments and representatives of utilities to insure optimum efficiency; prepares various reports for management, state and EPA; prepares and monitors budget; prepares bid specifications and contracts necessary to requisition tools, equipment, and supplies; inspects work sites to evaluate work requirements; and directs clerical personnel in typing reports and record keeping activities.
