Works under the direction of the HR Business Partner Coordinator and provides full cycle support to the Human Resources Division.  Builds overall support for HR initiatives and programs through communications with City divisions and employees.  Acts as a liaison between employees and various service centers within and outside of Human Resources.  Serves as the primary point of contact for employee issues and works to provide effective solutions.  Performs customer service functions by responding to employee requests and questions.  Ensures that plans and strategic initiatives within a division are administered in compliance with federal, state, and local regulations.  Prepares Form I-9, verify I-9 documentation, and maintain I-9 files, as assigned. Submits online investigation requests and assists with new-employee background checks.  Assists with preparation of the performance review process.  Makes recommendations to management regarding disciplinary actions for employees in accordance with City Personnel Policies.  Maintains current employee files and documentation.  Assists with processing of employee separations (i.e., voluntary termination, involuntary termination, retirement, death) and subsequent exit interviews as necessary.  Attends meetings and conducts testing by traveling to various locations throughout the City.

Under the direction of the Workplace Safety and Compliance Manager to coordinate city-wide activities of the OJI Program including day-to-day contact with the City’s Third Party Administrator (TPA), OJI Provider Panel, Nurse Case Manager, OSHA Coordinators and other parties involved with this program.  Ensures compliance with the Occupational Safety & Health Act of 1970 (OSHA) and applicable laws and regulations regarding workers’ compensation.  Serves as liaison and coordinates the activities of the TPA and Nurse Case Manager.  Reviews OJI denials and OJI-related requests, such as appeals and extensions, and recommends whether it is denied or reversed for approval.  Develops and provides training in all areas relating to the OJI Program. Monitors lost time claims and identifies modified duty positions. Reviews OJI claims to determine if investigation is needed. Facilitates claim review meetings.  Ensures the timely processing of OJI claims.  Develops, coordinates, and implements on the job injury procedures, policies, forms and methods of proper recordkeeping. Reviews and analyzes all death claims and recommends final disposition and coordinates all approved with appropriate insurance company.  Reviews invoices submitted from third party vendors and provides reports to track monthly OJI expenditures. Ensures compliance with third party vendor contracts and coordinates Request for Proposals process for all OJI vendors. Updates and maintains the City’s OJI/HHL Panel of physicians to ensure medical care per utilization guidelines and policies and procedures.  Monitors the City’s OJI Pharmacy Program and expenditures.
