Works under the direction of the Administrator of Street Maintenance to manage and provide technical support related to pavement management, street surfacing, and right-of-way management. Provides supervision and direction to staff and contractors working on projects within city right-of-ways. Manages the pavement management system utilizing available staff, directs and reviews the work of outside contractors. Manages programs to maintain compliance with construction standards, regulations and requirements. Works under the direction of the Deputy Comptroller-Accounting to serve in a lead capacity performing accounting, financial, and budget-related reporting (internal and external) and analysis related to assigned funds.  Uses the ability to problem solve, multi-task, prioritize, and communicate effectively to provide guidance and assistance to assigned lower level professional staff including planning assignments, monitoring progress, and reviewing work.  Leads and performs reconciliation functions necessary for the maintenance of the accounting system and recommends modification of procedures on systems. Supports the accomplishment of City employee health, wellness, and benefits programs and projects.  Supervises all day-to-day employee benefits/call center operations and interprets plan provisions and requirements. Coordinates program activities with vendors, active employees, retirees, and COBRA participants. Works with the Manager in coordinating and administrating the pension, Deferred Retirement Option plan, life insurance, and disability and retiree health insurance programs.  Provides leadership and supervision to staff performing pension, life insurance, short and long term disability, and comptroller functions and payment of premiums and administrative fees.
