Works under the general supervision of an assigned supervisor to schedule work, complete projects, and utilize resources in an efficient timely manner. Schedules and maintains assignments and re-assignments of employees and contractors pertaining to various divisional related Property Maintenance functions such as preparation of discharge agreements with industries, issuing notices of violations to industrial users, food establishments and waste haulers for non-compliance of  established  regulations,  projects and programs such as  the  Grass Mitigation Program, the Storm Water Pollution Program, Storm Water Fee Collection Program, and water pollution property maintenance.  Ensures compliance with various state and federal agencies, and state and federal regulations as well as applicable City of Memphis Code of Ordinances.  Establishes schedules based on priorities of sites to minimize travel time using maps or other documents. Monitors employees or contractors using a Global Positioning System (GPS) current work order  system to determine the location, length of time spent on assignment and daily productivity of work crews.  Plans and schedules meetings pertaining to various contractors, agencies, City service centers, and City of Memphis property owners. Interacts with the 311 Support Center to resolve citizens’ complaints and if necessary contacts the City Attorney’s office regarding claims filed.  May prepare special reports regarding repairs and maintenance for administrative personnel in City and County departments, the State, Federal Emergency Management Agency (FEMA), and the Environmental Protection Agency (EPA) when applicable. Analyzes service request to assess conditions and determine the type and availability of equipment necessary for assigned crews. Receives and reviews internal and external incident reports, inquiries, and complaints regarding various violations. May receive emergency calls from the City Council, Mayor’s Office and other City officials concerning mitigation of various properties and schedules in a timely manner.  Utilizes specialized knowledge to resolve issues and/or direct them to the appropriate City or external agency contact for resolution. Enters and retrieves data for various system applications such as current work order system and Oracle.  Creates spreadsheets and databases and  develops reports for documentation, scheduling, and reporting purposes as related to administrative personnel  in the City, County, State, MLGW,EPA and/or FEMA agencies utilizing  Oracle and work order system. Provides information and logistical support to the appropriate staff. Monitors the progress of assigned projects based on established schedules and updates management. Works under an assigned division supervisor and under general supervision of the Safety Coordinator in the Human Resources Division to implement, monitor, and maintain the City’s compliance with the Tennessee Office of Safety and Health Administration (TOSHA) and Federal Office of Safety and Health Administration (OSHA) regulations for a small division or a service center for a large division within the City of Memphis.  Conducts weekly inspections of facilities, equipment and procedures to ensure compliance with federal, state and local health and safety regulations in accordance with the workplace safety standards required by law and City policy.   Evaluates, inspects and observes workplace environments to ensure proper fire prevention, safety, and first-aid equipment and supplies as well as combustible and other hazardous materials are properly used and stored.  Investigates health-related complaints by inspecting the adequacy of ventilation, exhaust equipment, lighting, and other equipment that could affect employee health, comfort, or performance in accordance with regulations. Develops safety programs and strategies aimed at minimizing on the job injuries by using historical data and other appropriate resources.
