Manager of Public Housing Operations with Memphis Housing Authority

TYPICAL DUTIES AND RESPONSIBILITIES:

Directly supervised The Asset Managers (formerly Property Managers),Maintenance Personnel including but not limited to:  performance management, time tracking, scheduling, training functions, interviewing, promotions, discipline, internal and federal policy compliance.  Work with the Asset Manager to supervise and manage Assistant Asset Managers (formerly Assistant Property Managers) Certification Specialist, Maintenance, Clerical and Administrative Staff.

 Responsible for ascertaining that all maintenance repair calls from residents and staff are received and processed in a timely manner.  Responsible for establishing and maintaining work order logs (on the computer system) and for the preparation of all required reports.

Assures that all residential properties within the Authority are well maintained including but not limited to unit, grounds maintenance; ensures proper eligibility is established for applicants; oversees the low-rent public housing rental program to assure enforcement of lease and rent collections, move-in/move-out inspections, recertification and eviction proceedings, etc., in compliance with HUD rules regulations and guidelines

Coordinate annual UPCS inspections as required.  Ensure that identified discrepancies are input to MIS and follow-up with property managers until Work Orders are complete.

Draft and finalize official REAC responses for MHA regarding timely REAC response requirements (e.g., Exigent REAC discrepancy requirement).

Establish and maintain a system for tracking trash outs/board ups of vacant units and the timely completion of all vacancy work orders.

Act as liaison between Leasing and relocation, Housing Operations and other departments, as required to assure timely unit turn around and acceptance.  Supervises the financial operations of all aspects of residential properties to ensure properties are operated in a manner which is consistent with both MHA and HUD procedures and guidelines.

Oversees issues related to quality of life at housing complexes including but not limited to investigating complaints, disturbances and violation of rules and regulations, responding to questions and complaints from residents and public, and establishing fair and uniform resident policies.

Develops, implements and/or updates departmental goals, strategies, budgets, preventive programs, energy, efficiencies and annual maintenance programs and procedural manuals.
