Works under the general direction of an assigned Administrator of Environmental Construction and Administration in providing managerial oversight of the Stormwater Program to include National Pollutant Discharge Elimination System (NPDES) permit program, public education and outreach, Construction Inspection Program, and Illicit Discharge Detection Elimination Program in accordance with federal, state, and local regulations and the Stormwater Fee Program. Submits professional engineering documentation to management for review and approval for accuracy and conformance with applicable codes and standards as directed. Provides responses to any inspection, audit reports, enforcement actions, and information requests. Directs and coordinates work of subordinate personnel responsible for construction site inventory, construction site inspections, ambient sampling, BMP inspections, municipal pollution prevention, erosion prevention and sediment control plan reviews, post construction runoff control plan reviews, stormwater fee, illicit discharge detection and elimination, public participation, and public education. Evaluates work performance, and disciplines assigned personnel. Issues enforcement action in accordance with regulations, ordinances, and NPDES permit to ensure non-compliance issues are addressed with appropriate enforcement response with internal and external groups to include the collection of civil penalties and/or testifying and presenting on behalf of the City to the Memphis Stormwater Board and /or court. Reviews and implements the City’s NPDES permit to ensure compliance. Keeps abreast of federal, state, and local regulations and communicates changes to management and appropriate parties. Reviews and issues comments on proposed federal, state, and local regulations where applicable. Investigates and resolves illicit discharges to the stormwater system and coordinates with the appropriate parties for resolution. Travels to various work sites throughout the City to evaluate and investigate activities, issues, and work requirements. Oversees the Stormwater Enterprise Fund to ensure accuracy in billing. Creates and prepares various reports and correspondences to include statistics and metrics utilizing various computer applications. Interacts and communicates verbally and in writing with general public, management, and other staff members on a variety of stormwater program issues and concerns.
