Job Title: Sewer Inspection Supervisor

Works under the direction of the Manager of Environmental Inspection to supervise the Close Circuit Television (CCTV) and Blockage Programs.  Plans and supervises inspection projects for sanitary sewer repair.  Works with management in the design and planning of environmental inspection projects.  Advises management of the most effective and efficient sewer inspection technologies to use and recommends alternatives to sanitary sewer repair.  Inspects work in progress to ensure that work conforms to specifications and that inspection schedules and safety requirements are adhered to.  Documents, reviews, and collects inspection activity and material submittals for compliance with specifications.  Supervises and schedules work crews to handle sewer repairs and/or sewer stoppages. Directs the work activities of designated staff, and takes the appropriate disciplinary action when necessary according to established rules/practices. Creates and prepares a variety of correspondence, memos, spreadsheets, and reports utilizing Microsoft Office applications. Maintains databases daily and analyzes various reports to determine which repairs should be made priority.  Assigns crews to handle emergency repairs and monitors status of repairs to ensure problems are corrected.  Travels throughout the city to inspect various worksites and properties.  Tracks and monitors trucks or equipment in order to ensure efficient dispatching of calls.  Interacts with the Mayor’s Citizen Service Center to resolve citizens’ complaints and if necessary contacts the City Attorney’s office regarding claims filed due to sewer damage. Interacts and communicates verbally and in writing with management, staff members, and general public on a variety of sewer inspection issues and concerns.

Works under the general supervision of an assigned supervisor.  Performs heavy construction work including but not limited to major earth work, sewer construction and repair. Operates all types of heavy equipment, including but not limited to, front-end loader, back-hoe loader, track-hoe excavator, and bulldozer (crawler tractor), with a high degree of skill and proficiency.  Engages and disengages attachments to equipment using construction tools.  Moves construction materials from path of equipment.  Inspects equipment and performs routine maintenance such as, lubricating, fueling and cleaning equipment. Works under the direction of the Deputy Comptroller-Accounting to serve in a lead capacity performing accounting, financial, and budget-related reporting (internal and external) and analysis related to assigned funds.  Uses the ability to problem solve, multi-task, prioritize, and communicate effectively to provide guidance and assistance to assigned lower level professional staff including planning assignments, monitoring progress, and reviewing work.  Leads and performs reconciliation functions necessary for the maintenance of the accounting system and recommends modification of procedures on systems. Oversees and participates in compiling, analyzing, and preparing financial information for proper general ledger accounts and sub-systems entries utilizing a thorough knowledge of the fundamental doctrines, theories, principles, and terminology of basic accountancy.  Verifies postings of transactions to the general ledger system, including transactions from other systems. Assists external auditors with annual audit and prepares financial reports for internal and external use (including the Comprehensive Annual Financial Report and Single Audit Report).  Makes closing and adjusting entries.  Audits journal entries prepared by other departments for accuracy and sufficiency of funds.  Enters actual and budget transactions to the accounting system and provides financial information and reports using automated accounting and budgeting system. Oversees and participates in reconciling general ledger account balances and records month-end and year-end transactions. Develops financial reports for budgeting, forecasting, trending, and results analysis.  Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.  Interprets financial transactions and events for users who must make economic or business decisions.

Works under the general supervision of the Manager of Street Maintenance.  Prepares and schedules daily work load for personnel engaged in public and city right-of ways maintenance activities.  Establishes deadlines necessary to meet work objectives. Directs, coordinates, and supervises personnel in the maintenance of City streets, including all types of street repairs such as Right-of-Way (R.O.W.) brush and weed control maintenance (cutting and herbicide application), removal of down trees and graffiti abatement. Inspects and evaluations maintenance work performed by staff to ensure proper maintenance procedures are followed. Monitors personnel performance and conducts performance evaluations. Trains and directs assigned personnel of operational and equipment safety.   Coordinates street maintenance inter-related activities with other City’s service centers to maximize work performance and utilization of personnel. Participates and oversees emergency response operations for natural disasters and inclement weather.   Travels to various locations to conduct on-site inspections. Interacts and communicates verbally and in writing with staff, general public, and other departments on a variety of issues and concerns dealing with street maintenance.  Assists subordinates with the performance of tasks to achieve completion, when necessary.

Works under the general direction of the Plant Manager of the Wastewater Treatment Plants.  Reviews sewer plans and related data.  Applies engineering principles to locate and recommend action to be taken to correct problems in the sewer system and at the Treatment Plant that may be detrimental to the Treatment Plant and Collection System. Analyzes and evaluates operation and maintenance procedures and recommends new or improved practices.  Reviews, interprets and maintains documentation, operating records, and reports in order to ensure compliance with Federal Wastewater Treatment requirements and stays abreast on updated regulations.  Prepares reports including but is not limited to Departmental, Division, and Compliance reports for Federal and State agencies.  Drives City vehicle while inspecting the plant to ensure the building and grounds are in compliance with EPA and State guidelines.  Inspects plant equipment for defects or malfunctions.  Performs administrative duties such as: procurement procedures for materials and equipment, enforcement of personnel policies, and budget calculations.  Communicates and trains employees, as well as the general public, regarding Wastewater Treatment and environmental issues.  Drives to various areas within the Wastewater Treatment Plant or to other Plants within the City to inspecting the plant, equipment or collecting data.
