Job Title: Code Enforcement Inspector (3 openings)

Works under the general supervision of an assigned supervisor in Code Enforcement Service Center, Public Work Division. Inspects the exterior and interior of vacant and occupied existing residential structures (single and multi-family) units, grounds, and abandoned and disabled automobiles for compliance with codes and regulations in the City. Inspects housing components such as structural, mechanical, plumbing, electrical and other installations to determine maintenance requirements, housing violations, or hazardous conditions.  Investigates complaints on code violations and re-inspects property for compliance.  Prepares various reports utilizing different software packages by operating the computer and/or hand held devices.  Issues violation orders/notices, environmental and civil citations using various computerized methods to responsible party including property owners, landlords or tenants for specific housing, building, sanitation, health or fire prevention violations based on relevant housing codes.   Maintains and keeps inspection and various reports including photographs, notes of conversations, videos, correspondence, field reviews, and other related information into a computerized system.  Performs research to determine property ownership.  Provides information to the public regarding Chapter 48 of the City of Memphis Housing Codes. Prepares case records and materials for attorneys to use in court hearings.  Testifies at hearings or in court in behalf of City.  Interprets code requirements and recommends compliance procedures.

Works under the supervision of an assigned manager in Public Works Code Enforcement Service Center.  Conducts computer database, tax, land title, and related City, State, and Federal government record searches to identify and locate individuals and businesses violating environmental laws and housing codes.  Coordinates the inspection and citation of vacant property to ensure the Vacant Property Registry (VPR) ordinance is adhered to and all registration requirements are met. Oversees and monitors the daily operation of the VPR to ensure code violators register property.  Interprets state statues and City ordinances regarding the protection of the environment and the enforcement of housing codes and regulations.  Coordinates inspection activities with other inspectors, other City and County agencies, property owners to report violations associated with inspected property.  Conducts follow-up inspection to verify correction of deficiencies.  Provides information and technical assistance concerning inspection activities, code requirements, code compliance, code interpretation, and related issues.  Prepares legal documents such as environmental citations based on pertinent code violations. Participates in developing and planning investigations and enforcement strategies with other City and County agencies.   Participates in joint investigative and surveillance operations.  Drafts and issues environmental citations to violators and homeowners.  Testifies in court as expert witness on citations issued for violations of environmental laws and housing codes.  Adheres and follows safety procedures and utilizes safety equipment.  Monitors working environment to ensure safety of all individuals.  Provides information and technical expertise to other staff members. Defends the city’s issuance of citations at hearings.  Serves summons documents within the City of Memphis. Serves and posts nuisance properties with copies of complaint.  Prepares narrative reports to document investigative activity and findings and to justify prosecution of a case. Works under the direction of the Assistant Purchasing Agent in the Purchasing Service Center responsible for the preparation of contracts which includes the processing of contract change orders, amendments, extensions, encumbrances, and final payments in accordance with the budget, accounting procedures, and risk management insurance requirements. Utilizes strong analytical skills to review and edit specifications sets and contract language to comply with purchasing guidelines. Analyzes award recommendations and justifications from divisions for compliance with purchasing policy and procedures and local, state, and federal laws; acts as a liaison between divisions and suppliers for the procurement of goods, services, and construction projects. Monitors online bids; provides online answers to suppliers; and enters surrogate quotes and disqualifies quotes as needed.
