Job Title: Commercial Building Inspector (4 Openings)
Works under the general supervision of the Anti-Neglect Technician in the Anti-Neglect Service Center. Inspects the exterior and interior of vacant and occupied and industrial buildings to determine compliance with Anti-Neglect Ordinances. Interprets ordinance requirements and recommends corrective action. Informs owners of repair/reconstruction work required to comply with ordinances. Reviews and recommends approval of owner’s rehabilitation plans that have been prepared by a licensed and registered architect. Conducts quarterly follow-up inspections to monitor rehabilitation status. Drives to various site locations to conduct inspections on commercial and industrial buildings. Issues summons and/or citations on matters relating to the enforcement of the Anti-Neglect/Derelict Building Ordinance. Evaluates existing buildings, on a complaint basis, for hazardous conditions and issues violation notices and stop-work orders until building is compliant. Appears in court on matters relating to the enforcement of the Anti-Neglect/Derelict Building Ordinance. Ensures repairs or alterations are performed correctly and conducts site visits during first phase of construction to make initial inspection. Maintains and keeps inspection logs and various reports including photographs, notes of conversations, videos, correspondence, field reviews, and other related information into a computerized system. Examines plans to ensure structure complies with building codes. Follows up to verify corrections of violations are made and takes appropriate action to insure compliance.
Job Title: Transportation Planning Program Manager (Promotional Only)
Works under general direction of the Deputy Director of Engineering or assigned supervisor. Plans, reviews, and coordinates all City Capital Improvement Projects (CIP) and grant-funded projects to ensure conformance with standard engineering practices, rules/regulations of governing agencies, and fiscal policies and controls. Writes Advance Planning Reports and contracts for local and Tennessee Department of Transportation (TDOT) funded projects. Represents the City Engineering Division in transportation planning meetings and on special projects concerning non-engineering issues. Assists in obtaining state and federal funding for transportation projects/grants and performs grant reimbursement process. Coordinates with the City’s Office of Grant Compliance and TDOT in preparing, processing, monitoring, and reconciling grant-funded projects. Advises and briefs the City Engineering Division on all aspects of the Memphis Metropolitan Planning Organization (MPO), TDOT, and the United States Department of Transportation (USDOT) proposals, actions, and trends. Coordinates transportation plans with bordering municipalities. Develops reports on project and program status for general public, public officials, and government agencies. Travels to offsite locations to perform inspections by driving City vehicles.

Works under the direction of an assigned HR Manager to coordinate, develop, and facilitate projects. Ensures project deliverables are completed in a timely and effective manner. Researches best practices and strategies to develop programs to enhance Human Resources (HR) efforts. Facilitates participation to increases engagement in special programs and projects for HR. Collaborates with project stakeholders within HR as well as other areas of the City to define project scope, goals, and deliverables in addressing business needs. Coordinates multiple projects to ensure coordination and implementation aligns to organizational goals. Coordinates program or project planning and implementation, including assessing needs, and setting goals and objectives. Estimates specific resources and personnel needed to complete projects in a timely manner. Conducts project post-mortem analysis to identify both successful and unsuccessful portions of the project and proposes recommendations for improvement. Establishes project work plan and calendar or schedules and monitors, evaluates, and documents progress. Coordinates and attends meetings and establishes and maintains internal and external contacts as necessary. Tracks, and reports on data analysis, preparation of communications, and assisting in drafting project guidelines. Develops and delivers progress reports, proposals, requirements, and presentations for on-going projects. Provides advice to participants. Serves as a liaison and resource by performing research, analyzing information, providing documentation, and preparing reports. Monitors record keeping and file maintenance for the program or project. Assists with other projects in helping with assigning tasks and setting priorities. Job Title: Traffic Signal Technician – City Engineering / Signal Maintenance
Works under the general supervision of an assigned supervisor in the Engineering Division to install, repair, maintain, and operate electronic and electrical traffic signal control equipment and devices: Troubleshoots, diagnoses and corrects signal system problems; sets control switches on computer and peripheral equipment to integrate and operate equipment; tests circuits and electric components to locate grounded wires, broken connections, or defective current control mechanisms, using electrical testing instruments; replaces defective parts using electrical tools; works from bucket and aerial platform trucks; operates essential equipment, machinery, and vehicles to construct signalized intersections; and prepares reports of daily work activities. Performs locating duties for underground Traffic Signal/Fiber Optics wires/cables.
Job Title: Semiskilled Crewperson
Works under the supervision of an assigned foreman or supervisor. Performs semi-skilled manual work assisting various crews involved in maintaining and repairing areas within the City such as storm drain systems and sanitary sewer lines, city streets, roadside ditches, right-of-ways, buildings and facilities. May perform functions such as unclogging and maintaining the City’s sanitary sewer lines and drain system by operating sewer cleaning equipment such as power rodder, high velocity water jet, and sewer flusher to remove roots, debris, and other refuse from clogged sewer lines, removing obstruction may involve handling industrial size water hose and flexible cable with various attachments. Dispenses chemical solutions according to foreman/supervisor instructions, cleans tools, attachments, and equipment using appropriate cleaning solvents when assigned. Assists with engaging and disengaging equipment attachments. May lift, climb into, and clean manholes and drainage facilities such as inlets and culvets, using rake, shovel and wheelbarrow. Cuts and clears brush, weeds, and debris from work area. Loads and unload materials, tools and equipment from trucks. May mix concrete and utilize an air hammer to dig and remove asphalt and concrete.
Job Title: Brick Mason
Works under the general supervision of an assigned Supervisor. Performs brick laying and concrete finishing in the repair, maintenance, and construction of such items including but not limited to buildings, storm drains, inlets, manholes, tile work, block work, concrete work associated with flooring, interior and exterior walls, streets and sidewalk pavers, ramps and other structures. May direct small crews laying blocks, applying mortar, and leveling and aligning blocks using mason’s tools if assigned to Public Works. Drives truck to haul crew, materials and equipment. Performs routine checks of truck equipment, checks fluids, and fuels truck. Completes daily time log, work order sheets, and time sheets for crews. Uses mobile radio to communicate with supervisor and other workers.
