Shelby County Mayor Mark H. Luttrell, Jr. is looking for twenty (20) new members to serve on the Mayor’s Youth Council (MYC) during the next school year.

The advisory council is for young people in grades 9-12.  Council members guide Mayor Luttrell on key issues related to youth.

“The council allows me to routinely hear the ideas and suggestions of our future leaders.  It’s vital we listen to their opinions and create opportunities to help them succeed in business and civic affairs,” said Mayor Luttrell.

Last year, the council sponsored Shelby County Government Day that featured educational sessions about county divisions and bureaus.  The MYC also conducted a mock debate which helped youth better understand the political process.

The MYC also conducts a forum at their monthly meetings to promote ways local businesses can include young people in their workforces.

Here are the requirements to serve on the Mayor’s Youth Council:

  • Be in grades 9-12 during the 2017-2018 school year
  • Have a 3.0 GPA or higher in a public, private or homeschool curriculum
  • Participate in the Shelby County Government Day on Friday, January 5, 2018
  • Attend at least 7 out of 10 MYC meetings from August 2017 through May 2018

Works under the direction of the Administrator of Street Maintenance to manage and provide technical support related to pavement management, street surfacing, and right-of-way management. Provides supervision and direction to staff and contractors working on projects within city right-of-ways. Manages the pavement management system utilizing available staff, directs and reviews the work of outside contractors. Manages programs to maintain compliance with construction standards, regulations and requirements. Interprets and analyzes field data and reviews plans.  Performs detailed engineering calculation.  Maintains related data and prepares reports required by federal, state and local government.  Responds to inquiries and communicates on a regular basis with professionals and the general public regarding street maintenance problems.  Travels to various sites and reviews work-in-progress to ensure proper completion of repair work. Researches and employs new developments in engineering techniques, methods, and materials in the operation of street infrastructure system.  Prepares budget estimates, specifications, and monitors daily expenditures. Creates and prepares a variety of correspondence, memoranda and reports by utilizing various computer applications.  Interacts and communicates verbally and in writing with management and other staff members on a variety of issues and concerns.

Works under the direction of the Deputy Comptroller-Accounting to serve in a lead capacity performing accounting, financial, and budget-related reporting (internal and external) and analysis related to assigned funds.  Uses the ability to problem solve, multi-task, prioritize, and communicate effectively to provide guidance and assistance to assigned lower level professional staff including planning assignments, monitoring progress, and reviewing work.  Leads and performs reconciliation functions necessary for the maintenance of the accounting system and recommends modification of procedures on systems. Oversees and participates in compiling, analyzing, and preparing financial information for proper general ledger accounts and sub-systems entries utilizing a thorough knowledge of the fundamental doctrines, theories, principles, and terminology of basic accountancy.  Verifies postings of transactions to the general ledger system, including transactions from other systems. Assists external auditors with annual audit and prepares financial reports for internal and external use (including the Comprehensive Annual Financial Report and Single Audit Report).  Makes closing and adjusting entries.  Audits journal entries prepared by other departments for accuracy and sufficiency of funds.  Enters actual and budget transactions to the accounting system and provides financial information and reports using automated accounting and budgeting system. Oversees and participates in reconciling general ledger account balances and records month-end and year-end transactions. Develops financial reports for budgeting, forecasting, trending, and results analysis.  Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.  Interprets financial transactions and events for users who must make economic or business decisions.

Works under the direction of the Chief HR Officer to manage the research, development, implementation, and maintenance of all information systems supporting human resources services in collaboration with the Information Services Division.  Manages staff to monitor the effectiveness of HR information systems and to receive, review, and resolve requests or complaints regarding system/data errors or deficiencies.  Researches various information management solutions to determine best practices and technology to improve productivity and enhance effectiveness of processes to meet HR business needs.  Collaborates with Information Services to coordinate the resolution of high-level technical/programming issues.  Leads and supervises technical staff in major HR information systems maintenance and enhancement projects including tracking progress of development, testing and implementation and reporting status as needed.  Prioritizes HRIS projects and the use of resources based on overall divisional data and information management needs under the direction of the Chief HR Officer.  Ensure necessary communication to system users for effective operations. Manages data input into the HRMS system as it relates to maintenance/enhancement projects.  Develops reporting specifications in support of HR operational needs and coordinates with Information Services to create, update, and maintain HR data and reports.  Evaluates and manages the response to complex data and information requests from internal and external requestors including extensive use of databases, spreadsheets, etc.  Plans and implements major, on-going data maintenance projects.  Develops training programs for HR users and end users including related training manuals.  Supervises a staff in supporting owners of HR systems including audit processes to ensure the integrity of the system.   Plans and oversees the testing of new processes, reports, etc.  Ensures the HR division hardware inventory is reconciled with Information Services.  Recommends updates and upgrades to address software needs and maintain desktop/ equipment standards.

Coordinates program activities with vendors, active employees, retirees, and COBRA participants. Works with the Manager in coordinating and administrating the pension, Deferred Retirement Option plan, life insurance, and disability and retiree health insurance programs.  Provides leadership and supervision to staff performing pension, life insurance, short and long term disability, and comptroller functions and payment of premiums and administrative fees. Provides information and responds to questions regarding the Deferred Retirement Option and pension plan. Determines retirement eligibility by calculating estimate of pension amount. Assists beneficiaries with pension applications and requiring documentation. Gathers pension contribution refunds and disability retirement requests. Assists with calculations for buybacks of pension time, and researches personnel files, applicable ordinances, procedural guidelines, contractual agreements, and legal interpretations as need to resolve pensions and  other related issues. Coordinates activities for the Pension Board including preparing packets, organizing meetings, and recording minute and assisting employees and the Finance Division with pension transfers from eligible organizations. Completes surveys related to retirement benefits and long term and short term disability.  Coordinates payment to vendors by check as required by contract. Conducts retirement seminars as requested by divisions. Prepares records for the City Attorney’s Office as requested and responses to subpoenas.  Updates management on any major issues and concerns regarding retiree benefits. Supervises staff, to include interviewing, hiring, training, scheduling, coaching, and performance management.
