THE CITY CHARTER REQUIRES THAT CITY EMPLOYEES MUST ESTABLISH RESIDENCE WITHIN SHELBY COUNTY  WITHIN SIX (6) MONTHS FROM DATE OF EMPLOYMENT.   PROOF OF RESIDENCE WILL BE REQUIRED AT THE TIME OF HIRE.

 

POSITION:     WATER TREATMENT PLANT CHEMIST – (1 Opening)  SALARY:  $42,120.00 – $64,022.40  BI-WEEKLY:  $1,620.00 – $2,462.40.00      Public Works/Stiles/North Plant     J.O. #13-161

 

JOB SUMMARY:  Works under the direction of the Wastewater Treatment Plant manager or assigned manager.   Plans and directs activities of the laboratory in the waste treatment plant to determine efficiency of plant processes and to ensure that plant effluent meet regulatory requirements.  Supervises lower level chemist and technicians by providing work direction, assignment of duties, training, and discipline; reviews reports and testing data to ensure compliance with federal, state, and local regulations.  Identifies problems and supervises corrective action.  Develops new or modifies existing procedures for use of equipment and analyzing samples.  Conducts laboratory analysis requiring advanced training and significant data interpretation.  Ensures that appropriate safety procedures are applied relative to laboratory equipment and materials.  Prepares reports and technical papers.  Interprets results of laboratory activities and provides technical advice and counsel to management and other professionals.  Monitors laboratory expenditures and prepares bid and contract specifications.  Maintains supplies through inventory and purchasing procedures; and monitors and records employee attendance.  Updates and monitors the Laboratory Information Management System (LIMS) by accurately tracking and maintaining data throughout the testing lifecycle and ensuring scheduled testing is initiated within the test period.

TYPICAL PHYSICAL DEMANDS:  Requires manual dexterity to use laboratory equipment and ability to operate personal computer.  Must be able to identify colors and distinguish odors.  Requires ability to communicate with staff, management, sales representatives, and federal and state agencies.

 

TYPICAL WORKING CONDITIONS:  Majority of work is performed in an office or laboratory setting.  May be exposed to chemicals and cleaning solvents.  Requires the use and wear of protective gear when necessary.

MINIMUM QUALIFICATIONS:  Bachelors degree in Chemistry or closely related field and four (4) years experience in applying chemical analytical techniques with two (2) of the four (4) years supervising laboratory activities; or any combination of experience and training which enables one to perform the essential job functions.

 

 

 

POSITION:     MAINTENANCE FOREMAN – (1 Opening)  ANNUAL SALARY:  $31,220.80  – $46,508.80;  BI-WEEKLY:  $1,200.80 – $1,788.80     Public Works/Street Maintenance/Asphalt         J.O. #13-160

 

ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of a field supervisor in the Public Works Division.  Directs a small crew responsible for repairing and maintaining storm drains, inlets and other structures relating to drain maintenance.  Instructs crew on how to complete assignment, what equipment and materials to use.  Drives truck to haul crew, materials and equipment.  Performs routine check of equipment, checks fluid, and fuels truck.  Maintains and keeps payroll time sheets.  Reviews work performance and recommends disciplinary action.  Communicates with residents regarding work being performed.  Uses mobile radio to communicate with supervisor and other workers.  Travels to various facilities to conduct on-site inspections.

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing. Requires traversing on uneven ground lifting and carrying objects such as tools and power equipment weighing up to 50 lbs. as well as the handling of manhole covers and inlet grates (approximately 150 lbs.) with assistance. Requires bending, stooping, kneeling, reaching (including above head), standing, walking, pushing, pulling, and lifting.  Requires the ability to climb in and out of manholes, catch basins, culverts, and other confined related structures.  Requires the ability to operate assigned equipment.  Must be able to operate a motor vehicle.  Must be able to operate a computer and various office equipment.  Requires the use of mobile handheld radio and communication with personnel in the field.

 

TYPICAL WORKING CONDITIONS: Majority of work is performed outdoors exposed to odors, dust, inclement weather and traffic.  Frequently drives to various locations to inspect and monitor crews in the completion of working duties.

 

MINIMUM QUALIFICATIONS:  High school graduate and five (5) years’ experience in construction/repair of sewer/drain systems; or any combination of experience and training which enables one to perform the essential job functions.  Must possess and maintain a valid Class “B” Tennessee (or equivalent out-of-state) Commercial Driver’s License and must comply with Federal Department of Transportation (DOT) Alcohol and Drug testing rules as a condition of continued employment.  Supervisory experience preferred.

POSITION: BENEFITS OPERATIONS MANAGER(1 Opening) Annual Salary: $64,616.01 – $94,502.44;

ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of the Benefits Officer.  Provides

supervision to professional and support staff to ensure accomplishment of City benefit projects and processes through coordination with the human resource business partners.  Manages the day-to-day administration of employee benefits/call center operations and interprets plan provisions and requirements.  Resolves administration and policy issues and questions.  Coordinates activities with vendors, active employees, retirees, and COBRA participants.  Assists in analyzing and implementing benefit program trends.  Identifies, designs, and proposes best practices and competitive benefit programs to support organizational strategies and associate needs. Assists in analyzing and implementation of cost and utilization data and recommends changes to achieve cost containment goals.  Manages timely and accurate enrollment of new hires, qualifying events, terms, and data transmission to third parties.  Leads all aspects of the annual open enrollment process including preparing communication material.  Works with internal and external resources to identify optimal media and creating specific and accurate plan materials.  Advises Benefits Officer and the leadership team on interpretation of plan provisions.  Serves as liaison with internal clients and external vendors on benefit topics or employee issues. Participates in the budget preparation and budget management process.  Maintains a high level of proficiency and knowledge of benefits and vendor systems, including the Benefit Enrollment System.  Identifies and reports operational problems and sees them through to resolution.  Reviews service center audits for call center, pension and other  related projects.

MINIMUM QUALIFICATIONS:  Bachelor’s degree in Business or Public Administration or a related field and seven (7) years of professional experience in Human Resources to include experience in benefits design and administration with three (3) of the seven (7) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions.  Specific experience in managing the operations of a call center preferred.  Certified Associate Benefit Specialist (CEBS) certification, Certified Benefits Professional or Professional in Human Resources (PHR) certification is preferred. ESSENTIAL JOB FUNCTIONS:  Works under the general supervision of the Manager of Drain Maintenance.  Directs and coordinates through subordinate personnel the activities of workers engaged in the maintenance of the City’s storm water drain lines. Oversees personnel and provides training, work direction, and evaluation of work performance. Evaluates work demands and makes daily assignments to foreman responsible for ensuring their completion. Adjusts work schedules to meet work demands and shortage of staff. Makes field inspections to review work and to evaluate work requirements such as type of equipment needed. Dispatches drain crews to prevent or correct drain stoppages. Inspects equipment daily, substitutes equipment needing repairs, and prepares work orders for maintenance required. Develops and implements preventative maintenance program for equipment. Maintains inventory of equipment and parts. Reviews and evaluates daily activity reports to determine problem areas, notifies manager, and recommends preventive measures. Completes daily activity reports. Interprets personnel policies and contract memorandums and conveys to workers. Takes disciplinary actions according to established practices. Confers with workers’ representatives to attempt to resolve grievances. Investigates and resolves citizen complaints and requests.

TYPICAL PHYSICAL DEMANDS:   Requires ability to inspect work areas by traversing uneven ground in wooded and river swamp areas which may involve kneeling, climbing, stooping, reaching, pushing, and pulling. Requires the ability to communicate effectively both verbally and in writing with citizens and staff members at all levels.

TYPICAL WORKING CONDITIONS:   Majority of work is performed outdoors exposed to changing weather conditions and temperatures and traffic to inspect work locations. Must be on call 24 hours a day for emergencies.

MINIMUM QUALIFICATIONS:   High school graduate and six (6) years’ experience in storm water drain line maintenance with one (1) of the six years in a supervisory/lead capacity; or any combination of training and experience which enables one to perform essential job functions.  Must possess a valid driver’s license.
