POSITION: TRAINING/EDUCATION OFFICER – (1 Opening) Annual Salary: $32,754.25 – $51,521.60;
Bi-weekly: $1,259.78 – $1,981.60; Emergency Management Agency J.O. #11-118
ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Director of the Emergency Management Agency (EMA) to coordinate emergency preparedness activities to heighten the awareness of potential disasters that threaten the Memphis and Shelby County area: develops interactive, educational presentations on various topics concerning disaster preparedness utilizing knowledge of education techniques and various educational aids provided; schedules, organizes, and conducts seminars and training courses for interested school, civic, social and religious groups when and where requested; organizes and presents training courses concerning emergency management activities for EMA personnel (paid and volunteer), as well as police, fire, and other agencies in the Memphis and Shelby County area; confers with Federal Emergency Management Agency (FEMA) and Tennessee Emergency Management Agency (TEMA) authorities to stay abreast of new training programs that are being offered and incorporates them into local training programs; develops and supervises the EMA reserve program; submits information for the City newsletter; and prepares various documents and reports.
1. Assists director in preparing annual budget for training and education programs.
2. Operates radio console when assigned.
3. Performs additional functions (essential or otherwise) which may be assigned from time to time.
TYPICAL PHYSICAL DEMANDS: Requires ability to use personal computer and radio console including activating sirens and dispatching appropriate personnel. Must be able to communicate clearly both verbally and in writing, including making effective, audible and visual presentations to large or small groups including staff, government authorities, and the general public. Requires the ability to lift and carry objects, such as educational aids, weighing up to 50 lbs., climb, and work at heights up to 15 feet above ground.
TYPICAL WORKING CONDITIONS: Work is performed in a highly secured office environment or in a public forum environment including exposure government employees and the general public. Will work from mobile emergency operation unit in all types of weather during emergency situations. Will be required to travel throughout the City, County and State to attend or provide training.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Education or Communications with course work in Education and 1-2 years experience in public relations including significant experience in public speaking; or any combination of experience and training which enables one to perform the essential job functions. Experience in disaster preparedness is preferred. Must have a valid Tennessee driver’s licence. Must complete required FEMA and TEMA courses. Must carry a pager and radio to be reached during emergency situations and be available to work seven days a week, twenty-four (24) hours a day. (PROOF OF EDUCATION/DRIVER’S LICENSE REQUIRED)
